Sa’ib ibn Muhammad reported: Jarrah ibn Abdullah wrote to Umar ibn Abdul Aziz, may Allah have mercy on him, saying, “Peace be upon you. To proceed: The people of Khorasan have become unruly to govern. Indeed, they are fit for nothing but the sword and the lash. If the leader of the believers gives me permission, I will enact this policy.” Umar wrote back to him saying, “Peace be upon you. To proceed: I have been informed of your letter in which you said the people of Khorasan have become unruly and they are fit for nothing but the sword and the lash, and you have asked me to give you permission. You have lied. Rather, they are fit for justice and their rights, so enact that among them. Peace be upon you.”

عن السائب بْن مُحَمَّد كتب الجراح بْن عَبْد اللَّه إلى عُمَر بْن عَبْد العزيز رحمه الله سلام عليك أما بعد فإن أهل خراسان قوم قد ساءت رعيتهم وإنه لا يصلحهم إلا السيف والسوط فإن رأى أمير المؤمنين أن يأذن لي فِي تِلْكَ فعل قَالَ فكتب إلَيْهِ عُمَر بْن عَبْد العزيز من عَبْد اللَّه عُمَر أمير المؤمنين إلى الجراح بْن عَبْد اللَّه سلام عليك أما بعد فقد بلغني كتابك تذكر أن أهل خراسان قد ساءت رعيتهم وأنه لا يصلحهم إلا السيف والسوط وتسألني أن آذن لك فقد كذبت بل يصلحهم العدل والحق فابسط ذَلِكَ فيهم والسلام
