Ibn Abbas reported: The Prophet, peace and blessings be upon him, used to order charity only for the people of Islam, until this verse was revealed, “It is not upon you to guide them, for Allah guides whom He wills. Whatever you spend of good is for yourselves, not spending it but to seek the countenance of Allah. Whatever you spend of good, you will be fully repaid and will not be wronged,” (2:272). Then, the Prophet ordered charity for anyone who asked from every religion.

عَنِ ابْنِ عَبَّاسٍ عَنِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ أَنَّهُ كَانَ يَأْمُرُ بِأَلا يُصَّدَّقَ إِلا عَلَى أَهْلِ الإِسْلامِ حَتَّى نَزَلَتْ هَذِهِ الآيَةُ لَّيْسَ عَلَيْكَ هُدَاهُمْ وَلَٰكِنَّ اللَّهَ يَهْدِي مَن يَشَاءُ وَمَا تُنفِقُوا مِنْ خَيْرٍ فَلِأَنفُسِكُمْ وَمَا تُنفِقُونَ إِلَّا ابْتِغَاءَ وَجْهِ اللَّهِ وَمَا تُنفِقُوا مِنْ خَيْرٍ يُوَفَّ إِلَيْكُمْ وَأَنتُمْ لَا تُظْلَمُونَ فَأَمَرَ بِالصَّدَقَةِ بَعْدَهَا عَلَى كُلِّ مَنْ سَأَلَكَ مِنْ كُلِّ دِينٍ
