Ya’la ibn Umayyah reported: I said to Umar ibn al-Khattab about the verse, “There is no blame upon you for shortening the prayer if you fear persecution from those who disbelieve,” (4:101). I said, “The people are now safe.” Umar said, “I wondered about it as you did, so I asked the Messenger of Allah, peace and blessings be upon him, about that. He said: It is charity Allah has given to you, so accept His charity.”

عَنْ يَعْلَى بْنِ أُمَيَّةَ قَالَ قُلْتُ لِعُمَرَ بْنِ الْخَطَّابِ لَيْسَ عَلَيْكُمْ جُنَاحٌ أَنْ تَقْصُرُوا مِنَ الصَّلَاةِ إِنْ خِفْتُمْ أَنْ يَفْتِنَكُمُ الَّذِينَ كَفَرُوا فَقَدْ أَمِنَ النَّاسُ فَقَالَ عَجِبْتُ مِمَّا عَجِبْتُ مِنْهُ فَسَأَلْتُ رَسُولَ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ عَنْ ذَلِكَ فَقَالَ صَدَقَةٌ تَصَدَّقَ اللهُ بِهَا عَلَيْكُمْ فَاقْبَلُوا صَدَقَتَهُ
